Development Platforms

Microsoft XNA

Targets PCs and Xbox. Free download [XNA Game Studio 2.0] works with Visual Studio 2005, or you can download Visual C# Express from the link above if you dont have Visual Studio.

Here is the [Nintendo Wii Remote Library] for Microsoft Managed code applications (i.e. C#, Visual Basic etc.).

Adobe Flash

Adobe Flash is available for academic use from [the Scholar's Workstation]. You probably want "Adobe Creative Suite Design Premium" for Mac or PC, which has all the Creative Suite software as well as Flash for only $50 more than Flash alone.

Sure enough, there is a Wii remote library (actually a wrapper of the managed code library above) for Flash games on PCs [here].

Apple Mac and iPhone

You can build for the Mac using Xcode and Interface Builder, which are both available for free (should be installation options).

With a multitouch screen, accelerometers, a big CPU and graphics engine, the iPhone looks like the most advanced game console around right now. It also has the only free set of development tools. For the iPhone, you can download the iPhone SDK from the [iPhone developer center]. You need a Mac to run Xcode and Interface Builder to develop for an iPhone.
